Grass like this is not going to be all that much different from the pavement that people would have to handle anyway.

There is no simple or straightforward answer, since there are lots of different types of grass and lots of different electric scooters on the market.
The people who ride electric scooters the most often are going to be riding their scooters in urban environments, and these areas aren’t going to have many instances of thick or tall grass. Most riders should be fine.
